Beg with 1st petal beg rolling until rose is formed, tack with needle and thread.  Either sew or glue rose to center circle on decorative center just made.  You can either leave picots plain or add a pearl bead or crystal in ea center.  The finished appliqué looks good either laid horizontally or vertically.  They look nice as a center motif on a bodice or sleeve or as a line of decorations along the entire hem of the garment.
