ROW 3: (Hdc next 12 sts, 2 hdc next st) twice, hdc next 12 sts, ch-1, turn. (40 sts)
ROW 4: Hdc next 12 sts, 2 hdc next, hdc next 13, 2 hdc next, hdc last 12 sts, ch-1, turn. (42 sts)
ROW 5: (Hdc next 7 sts, 2 hdc next st) 5 times, hdc last 2 sts, ch-1, turn. (47 sts)
ROW 6: Hdc ea st across, ch-1, turn.
RND 7: Sl st in 1st st row 6 and last st row 6 to join ends, ch-1, hdc ea st around, sl st top beg hdc, ch-1, turn. (47 sts)
RND 8-25: Rep row 6. End row 25 fasten off.
DRESS TOP:
ROW 1: With black and H hook join in end st bottom row 1 of skirt, ch-1, hdc same st as beg ch-1, hdc ea st across, ch-1, turn. (40 sts)
ROW 2-4: Hdc ea st across, ch-1, turn.
ROW 5: Hdc next 9 sts, leave remaining sts unworked, ch-1, turn. (9 sts)
